Bio:Mr. Paulsen is a Shareholder and Chair of Capehart Scatchard's Regulatory and Governmental Affairs Group in its Trenton office. He represents clients in civil administrative, regulatory, and litigation matters involving the various departments, agencies, and independent commissions and/or authorities of state, county, and local government. The professional experience of Mr. Paulsen has enabled him to cultivate private and public sector client relationships and serve their needs, and to aid existing clients with issues involving the government and regulatory practice. Mr. Paulsen, after leaving Capehart Scatchard in 1983, served as Assistant Commissioner of Labor, Director of the State Division of Workers' Compensation, and the Director of the Division of Motor Vehicles. In addition, Mr. Paulsen was appointed by former Governor Whitman to head the New Jersey delegation of the Delaware River Port Authority (DRPA), a bi-state transit authority charged with the operations of four bridges linking Pennsylvania and New Jersey, and the PATCO high speed line. The DRPA also serves as a major source of economic development funding in the port region. Mr. Paulsen serves as special counsel for a variety of public sector clients and served as Counsel to the New Jersey Senate from 1991 to September 2005.
