He then went on to work for the Westchester County Department of Law as an attorney (1977-1984) and as Assistant Chief Deputy Attorney (1982-1984). In addition to representing clients, Mr. Steinman has served as Editor of the Municipal Lawyer since 1984, and authored the article, 'The Effect of Land Use Restrictions on The Establishment of Community Residences For the Disabled; A National Study,' (19 The Urban Lawyer, 1987).
