Bio:Philip was born and raised in Chardon, Ohio. He graduated from Chardon High School in June 1970 and attended Mount Union College and graduated in June 1974 with degrees in History and Sociology. Later he received his Masters Degree in Business Administration from Cleveland State University on March 24, 1990 and law degree from Cleveland Marshall College of Law on May 24, 2002. He has been licensed to practice law since 2002. He retired from Portage County Department of Job and Family Services in 2004; where he had served as Assistant Director. He was employed by Portage County Department of Job and Family Services for over 20 years. He is currently married to wife Marci, owner and operator of Marci's Hair on the Square. The have adopted 2 rescue dogs and contribute regularly to the Humane Society. Currently he serves as Mayor and President of Council for the City of Chardon. He has served as President of Council and Mayor since 2010 with the term to end in 2015.
