Bio:Scott was born in Houston, Texas in 1959. He graduated from Tarleton State University, magna cum laude, with a Bachelor of Science degree. He then went on to receive a Masters Degree from Tarleton State. After finishing his Masters Degree, Scott attended the University of Houston Law Center where he earned his Juris Doctorate.
