In the Air Force, he served as a captain and government contracting officer. He received an M.B.A. from Auburn University and later attended the University of Oklahoma College of Law, where he graduated No. 1 in his class, was on the Dean's Honor Roll and was a member of the Phi Delta Phi Legal Fraternity. Bill practices and consults in the areas of oil and gas law, eminent domain and condemnation law, outdoor advertising and media law, zoning and land use law, commercial and civil litigation, government contracting, and real estate law. He is admitted to practice before all Oklahoma State Courts, the United States District Courts for the Western, Eastern, and Northern Districts of Oklahoma, and the United States Court of Federal Claims.
