Born in Mobile, Alabama, Mr. Salter received his B.S. degree from Auburn University in 1968. He earned his J.D. degree (summa curn laude) from Cumberland School of Law in 1971, where he was Law Review associate editor. He served as Special Assistant United States Attorney in the District of South Dakota (1974) and served as Assistant U.S. Attorney in the Northern District of Alabama (1971-76) and was a member of the U.S. Attorney General’s Atlanta “Satellite Office” of the Miami Strike Force (1976-77).
