He represented the Tax Commissioner in hundreds of cases before the Board of Tax Appeals and has extensive experience in appellate practice, having represented the State in over two hundred appeals before the Ohio Supreme Court and the Ohio Courts of Appeals, as well as several appeals before the United States Supreme Court. These matters covered all aspects of state taxation, and many of the appeals involved complex state tax issues, real property tax exemption issues for non-profit organizations, and significant constitutional issues, including broad challenges to the constitutionality of state tax statutes.
