Bio:Mr. Howard started his legal career as an Assistant Attorney General in the Maine Attorney General's Office and became Chief of the Mental Health Division. He drafted and opinion for the Attorney General that found that the state was holding the residents the institutions for the mentally retarded without Due Process of law, then designed and implemented a system to provide systematic judicial review of the status of these residents. He also litigated and settled a class action case which determined that residents of the institutions for the mentally retarded were being unconstitutionally denied the right to live in the least restrictive alternative and started the process of implementing that decision.
