At the RCA, JP presided over complex public utility regulatory matters involving natural gas distribution, natural gas storage, telecommunications, and electrical service under the Alaska Public Utilities Regulatory Act, as well as pipeline regulatory matters under the Pipeline Act. JP was a law clerk for the Alaska District Court, 3rd Judicial District, in 2002-2003, then worked at local law firms engaged in civil litigation practice before joining the RCA as an Administrative Law Judge in 2006. JP is a graduate of the University of Denver, College of Law. A lifelong Alaskan, JP attended Chugiak High School and received his bachelor’s degree in journalism and public communications from the University of Alaska, Anchorage.
