He received his undergraduate degree in Political Science in 1987 from Arizona State University.Richard attended California Western School of Law, receiving his Juris Doctorate in 1993. Throughout his second and third years of law school, he clerked for the litigation firm of Larrabee & Loadman in downtown San Diego. After his admission to the bar, Richard joined the insurance defense firm of McMennamin & Bennett, in-house counsel for Cigna Insurance, handling mostly personal injury cases.In 1997 Richard was admitted to the bar in Vermont, and opened an office in South Burlington.
