Bio:	Mr. Waters served for five years as Executive Deputy Commissioner of the New York State Department of Motor Vehicles, where he managed over 3,400 employees and oversaw the successful “Reinventing DMV” initiatives that he played a key role in developing. He was the Executive Secretary and General Counsel to the New York State Unemployment Insurance Appeal Board within the Department of Labor, where he brought the Board into compliance with federal due process and timeliness requirements. Mr. Waters has also served as an Administrative Law Judge for the New York State Department of Labor; as Associate Counsel and Assistant Counsel to the Governor’s Office of Employee Relations and as an Administrative Law Judge and Associate Counsel for the New York State Department of Social Services, where he supervised the Bureau of Personnel Law and handled labor matters, including disciplinary arbitration cases.Mr. Waters is a member of the New York State Bar and is admitted to practice before the United States District Court for the Northern District of New York and he is also a member of the New York State Bar Association’s Labor and Employment Law Section.
