Darwin F. Brown is a one, single board member without any third party oversight, e.g. property management. Darwin Brown collects and uses condominium “assessments” (which is monthly dues) without providing any types of accounting for money-in/money-out statements. Darwin F. Brown failed to provide any types of receipts to owners when he collected monthly dues, aka, assessments, from owners. Owners have been forced to mail monthly dues, aka assessments to an UPS store address, 818 E 63rd St., #326 Chicago, IL 60637. Illinois Condominium Acts and bylaws require board must be at least 3, president, secretary, and treasurer. Illinois Condominium Acts and the bylaws never authorized a board member to collect physical money, e.g. cash, cashiers’ check, money order, etc. Almost all condominium associations unless less than 6 unit buildings, hire external party, property management, to collect money and account for cash management. Darwin F. Brown has never provided any receipts when I’ve paid my monthly assessments. I talked to an agent who claimed he needed paid assessment letter (PAL) in order to sell his listed unit. Under Illinois law, PAL is required for sale; He claimed they had contacted Darwin F Brown on a dailybasis for month, but Darwin F Brown did not respond; When he finally responded, the buyer walked. For years, I’ve requested to a hire property manager to collect and account for cash collection from owners. Darwin F. Brown ignored. Other owners asked for financial transparency, and Darwin F. Brown asked back what transparency they was looking for, and he is as dark as they are. To-date, Darwin F. Brown has failed to provide paid assessment letter yet. I’ve told by other owners that board doesn’t have records of individual owners’ payments. I requested HOA bank statements; however, Darwin F. Brown has ignored.
