Steve has interfaced with state, county, municipal and federal governmental entities on behalf of clients for over thirty years. He has assisted in rewriting state statutes regarding the exportation of water and balancing the interests of conservation and public welfare throughout the water code. He is also the author of the 6A 6B Agreement along with counsel for El Paso Irrigation District No. 1, which resulted in a joint powers agreement among the State of New Mexico, the State of Texas and the United States of America regarding the use of Rio Grande Project Lands in the southern part of the district. Recently, Steve successfully concluded EBID’s thirty year effort to formalize an Operating Agreement for the Rio Grande Project. He spearheaded this effort for twenty-eight years and the historic allocation and delivery agreement was signed on February 14, 2008. The Operating Agreement ended years of acrimony and litigation between the two districts and resulted in the dismissal of two separate federal lawsuits.
