Bio: Jay worked part time as a judicial clerk for Honorable John B. Roe, 15th Circuit Court, Oregon, Illinois in his second and third years of law school at Northern Illinois University. After law school, he served as a judicial clerk again for two more years working for Honorable Don L. Harding, Sixth District Administrative Judge, in Pocatello and Soda Springs, Idaho. He then was awarded a full ride scholarship to the University of Arkansas, Fayetteville’s Agriculture LL.M. program; the only such program in the Northern Hemisphere, and was a fellow with the National Agriculture Law Center (NALC). At the NALC he published various articles on the Clean Water Act, CAFO zoning and family farm bankruptcy issues.In 2003, Jay moved back to Idaho and worked for a boutique water law and agriculture law practice, Arkoosh Law Office, in Gooding, Idaho. His practice centered on litigation involving disputes between surface water users in Central Idaho and groundwater pumpers in Eastern Idaho.
