Milne was born in Durant, Oklahoma in 1956. His father, Peter G. Milne, Sr., was an petty officer in the U.S. Navy. After retiring from active service he became a regional sales manager for a well known gift store. His mother, Bonnie White, retired after a long and rewarding career as an elementary school teacher. She taught Peter and countless other children the joy of reading and the skills of comprehension and logical thought. Upon graduation from high school, Peter followed his fathers lead and enlisted in the U.S. Navy. He completed his obligation in 1977. Soon after, Peter began attending college on the GI Bill and later married. He assisted his wife in raising two beautiful daughters, Melissa and Megan. Peter graduated from Humboldt State University with a B.A. in Geology in 1982 and practiced as a private industry and government geologist. In 1994, Peter left civil service and started a consulting business that provided professional services to the mining and heavy civil construction industries. In 1998, Peter decided to make a career change and began the study of law while working full time as a heavy civil construction project manager.
